On April 9, 2019, the China Maritime Service Center held a cadre conference to announce the personnel list of China Maritime Service Center and the appointment of the leadership team of Huayang Maritime Center after the enterprise reform.

According to the decision, Comrade Li Liqian serves as the general manager of Huayang Maritime Center and the party branch secretary. Comrade Li Liqian made a statement on behalf of the new Huayang leadership team. He expressed his firm support for the decision of the party committee of the Institute of Water Transport Science and sincerely expressed gratitude to them and to the trust of Huayang cadres and workers.
